Connect each action to an identified concern
Define the practical issue being addressed without inventing facts or broad admissions. Examples of records may include revised authority, completed training, documented supervision or treatment. Counsel should review how an action is described in relation to the established case. Avoid generic claims that a new policy eliminates every risk.
Distinguish adoption from operation
A signed policy, a training attendance record and evidence of ongoing implementation show different things. Identify the date of adoption, who is responsible and the records of actual use. If a process failed or was revised, preserve that history. Do not backdate a measure or describe a proposed safeguard as already effective.
Use independent support where available
A supervisor, treatment professional or program administrator may be able to verify specific activity within their knowledge. Ask for accurate observations, not predetermined praise. Separate professional opinions from factual attendance or completion records. Permission to use personal or medical information should be handled through the agreed review process.
Integrate accountability with practical plans
Corrective action should connect to a realistic plan for work, family responsibilities and future oversight. Explain the limits of the plan as well as its strengths. SAG can organize the chronology and supporting documents for counsel. The existence of a program, certificate or new control does not guarantee a sentencing result or erase harm.
Sources and the next preparation question
USSC: 2026 Guidelines Manual. Source checked November 5, 2026. Counsel evaluates the governing law and individual facts.
Does a training certificate prove rehabilitation?
It documents one activity. The broader record should explain sustained conduct, implementation and verification rather than relying on a certificate alone.

Agreed deliverables can include a personal-history chronology, an indexed supporting file, factual questions and a practical preparation schedule. Investigation-stage legal decisions require qualified federal defense counsel. An engagement with SAG does not automatically establish privilege.
