Define what each report measures

A payroll register, tax filing and bank withdrawal may describe different totals or periods. Record whether a figure represents gross pay, net pay, employer contributions or another category. Do not expect every total to match without examining its definition. SBA’s forgiveness materials identify several types of supporting payroll documentation, but counsel and qualified accountants must evaluate the particular file.

Keep period boundaries visible

Identify the pay period, payment date and reporting quarter for each source. A payment near a month-end can appear in a different reporting period from the work it covers. Preserve the original reports and show the date fields in the working reconciliation. Do not move an entry between periods merely to make two totals agree.

Separate employees, owners and contractors

Use the categories shown in contemporaneous records and flag inconsistent classifications for professional review. Keep changes in staffing, ownership or payroll providers on the timeline. Avoid treating a current roster as proof of who worked during the relevant period. Sensitive employee data should be handled through counsel’s approved process, not copied into a public-facing personal statement.

Produce an exceptions list

A useful reconciliation identifies what agrees, what differs and which sources are missing. For each exception, list the amount, period, record references and unresolved question. The preparer should not label an unexplained difference fraudulent or harmless. SAG can organize the individual history around these records while accounting specialists evaluate financial calculations.

Does a mismatch automatically establish fraud?

No. Record the difference and its sources, then obtain appropriate legal and accounting review. Do not conceal or invent an explanation for it.

Sources and a defined preparation assignment

Official context: SBA COVID-era program resources. Sources checked November 6, 2026. Program resources and historical oversight reports do not decide an individual case. Counsel evaluates the applicable law, dates and facts.
