Identify the complete bid file

Keep solicitation terms, amendments, draft proposals and submitted versions with their dates. Record the person responsible for each version where documented. A final PDF alone may not explain how a proposal developed.

Preserve the pricing basis

Organize estimates, assumptions, supplier quotes and review records. Identify their preparers and dates. Financial or technical specialists may need to assess the calculations. SAG can index inputs but does not certify bid accuracy or determine competitive effects.

Keep submission evidence

Retain acknowledgments, timestamps and authorized changes. Distinguish a planned submission from a completed one and a proposal from an award. Counsel evaluates any gaps; the chronology should not infer acceptance merely because a file exists.

Put comparisons in context

DOJ identifies patterns that may warrant investigation of collusion. A pattern is not itself a finding about a particular person. Preserve relevant communications and independent source records so counsel can evaluate the actual facts rather than a superficial similarity.

Sources and professional scope

Official starting points: DOJ Procurement Collusion Strike Force and DOJ procurement-collusion indicators. Counsel evaluates current authorities, the applicable guideline version and the individual facts. These resources do not decide the outcome of a particular case. Sources checked November 6, 2026.

SAG provides defined personal and professional preparation: a chronology, source index, factual review questions and practical calendar as agreed. Counsel controls legal advice, responses and submissions. SAG is not a law firm, forensic accounting provider or compliance certifier. An engagement does not automatically establish privilege.

Based in New Jersey, SAG serves clients nationwide, with travel arranged for cases. No charging decision, sentence, financial result, placement or release date is guaranteed.
