Keep the actual language

Preserve the signed or submitted certification, attachments, date and version. Different forms can make different statements. Avoid paraphrasing a certification so broadly that its qualifications or stated period disappear.

Identify information available at the time

Index supporting data, requests for clarification and documented responses. Separate what the person received before signing from information learned afterward. Do not use hindsight to fill an undocumented gap in knowledge.

Map preparation and approval

Identify who assembled the information, reviewed it, signed it and transmitted it. Keep formal authority separate from actual participation. Counsel assesses responsibility and legal significance; a workflow chart should explain facts without assigning a legal conclusion.

Preserve questions and changes

Keep drafts, revisions and documented concerns within counsel’s preservation instructions. Note unresolved issues rather than treating silence as approval. SAG can create a source index and factual review questions for counsel’s inspection.

Sources and professional scope

Official starting points: DOJ Procurement Collusion Strike Force and DOJ procurement-collusion indicators. Counsel evaluates current authorities, the applicable guideline version and the individual facts. These resources do not decide the outcome of a particular case. Sources checked November 6, 2026.

SAG provides defined personal and professional preparation: a chronology, source index, factual review questions and practical calendar as agreed. Counsel controls legal advice, responses and submissions. SAG is not a law firm, forensic accounting provider or compliance certifier. An engagement does not automatically establish privilege.

Based in New Jersey, SAG serves clients nationwide, with travel arranged for cases. No charging decision, sentence, financial result, placement or release date is guaranteed.
